The Historic Overlay
District Plan was commissioned by the Friends of the Powhatan
Scenic Byways and created as a Master’s thesis by then-V.C.U.
graduate student Tony Greulich in 2002. Its purpose
is to serve as a guide and toolbox for the Friends and for
others interested in preserving and showcasing the scenic
rural and historic character of Powhatan County.
